Bicycle & Pedestrian Safety Program Report Summary

Use
The City of Emeryville uses ACTC Bicycle and Pedestrian Safety funds from the Measure B tax and Vehicle Registration Fees to support the annual Bike to Work Day event and to install pathway markings, bicycle fix-it stations, bicycle racks and bike facility signage and striping. These funds help to create a more bike and pedestrian friendly city by providing dependable and consistent revenue for projects.

Brief Background
In 2013 the City of Emeryville received funding from the Alameda County Transportation Commission to build a key section of the Bay Trail in central Emeryville. The improvements will be on a segment of the Bay Trail on Christie Avenue, from Powell Street to Shellmound Street, across from the Powell Street Plaza and Trader Joe’s.

The project will be constructed along Christie Avenue's northern/eastern edge and will consist of a new class 1 multi-use pathway replacing the existing sidewalk and 1 vehicle travel lane as well as improvement to 3 intersections on the trail. The purpose of the project is to improve safety and routing of the Bay Trail in Emeryville and to improve the trail so that is can meet future demand created by the opening of the pedestrian-bicycle path across the Bay Bridge. The proposed trail improvements along Christie Avenue in central Emeryville will allow the Bay Trail to avoid 1 of the Emeryville's (and the trail's) most congested intersections. The project includes a multiuse Class I bicycle / pedestrian path on the northeast side of Christie Avenue between Powell Street and Shellmound Street.

The pathway will be constructed by expanding Christie Avenue’s northeast sidewalk area to include the northeastern most driving lane along the inside curve of the roadway. Both bicycle and pedestrian users will be accommodated within an 18-foot wide area to include a multi-use Class I pathway and landscaping, to replace the existing 6-foot sidewalk and the 12-foot vehicular lane. Additional improvements will include traffic signal modifications at the intersections of Shellmound Street/Christie Avenue, and at Christie Avenue / Powell Street Plaza, changes to pavement delineations, and the inclusion of landscaping/stormwater planters.
